JOB SUMMARY

The Vouchers Supervisor is responsible for managing the daily operations of the Housing Choice Voucher Program.  This includes but is not limited to supervision of eligibility functions and daily ongoing management of the Voucher Program, and Housing Quality Standard Inspections.  As a member of the Leadership Team, the Voucher Supervisor works proactively with agency leadership to meet GJHA goals and objectives.  The position will also be expected to serve in various local and possibly state-level roles to further community partnerships and systems serving the community’s most vulnerable populations.
 


ESSENTIAL JOB FUNCTIONS

  • Oversees the administration of all front desk duties, initial and ongoing voucher program eligibility, eligibility and program management and compliance. Ensures cross-training and backup coverage for all critical voucher functions.  Identifies workflow inefficiencies and recommends operational improvements.
  • Establishes and maintains effective working relationships with employees and other community agencies, answers citizens’ and community requests for information, distributes general information and works with people in disadvantaged situations. Performs other related duties and responsibilities as required.
  • Supervision and performance management of Eligibility Staff, Housing Specialists, and Housing Quality Standards Inspectors. Collaborates with HR Director on awards and rewards for exemplary performance as well as corrective measures for unsatisfactory performance.
  • Administration and oversight of the Section 8 Housing Choice Voucher (HCV) Program including Project Based Voucher Program by being responsible for all aspects of the program in accordance with GJHA’s Administrative Plan, HUD and all other applicable Federal, State, and Local procedures, policies, regulations and laws. This includes annual submission of the Administrative Plan to HUD.  
  • Reviewing of any voucher program disputes from applicants, participants, landlords, or partner agencies in accordance with regulations and procedures.
  • In collaboration with other staff, prepares statistical reports on all programs for the COO when requested. Prepares and submits reports to HUD/REAC/PIC/the State of Colorado (including 50058’s, SEMAP, and VMS) by the applicable deadlines.
  • Responsible for managing GJHA resources appropriately to achieve and maintain high performance status under HUD’s Section 8 Management Assessment Program (SEMAP).
  • Trains staff, both in the appropriate program rules, regulations and program software, and assures quality control by reviewing and monitoring program files as required by HUD and GJHA’s Administrative Plan, and any other applicable program rules.
  • Assists staff in preparation of reports, statistical information, budget management and rental assistance.
  • Manages voucher holder account receivables, including collection of bad debts per GJHA procedures.
  • Approves invoices for timely vendor payment.
  • Administration of Deed Restriction Program in collaboration with the City of Grand Junction and other community partners.  Includes eligibility and ongoing program management.
  • Works in collaboration with the Executive Team in budget preparations.  Includes the management of the Two-Year Tool to track HUD Budget Authority and Unit Months Leased in collaboration with HUD.
  • In collaboration with other staff, prepares and delivers Voucher Program reports to the GJHA Board and other audiences as needed.

  • Uses a time management system and other organizational tools set up by the GJHA.
  • Establishes and maintains effective working relationships with other employees and community agencies.  Ability to work in a team environment placing the interests of the team above own.
  • Makes rational and appropriate decisions.  Communicates clearly and professionally verbally and in writing.
  • Daily in town travel, occasionally using own vehicle.  Some out of town training may be required.
  • Responsible to maintain office in a neat and clean manner. No information relating to applicants and tenants, including files and computer screens, visible to office visitors or left on the desk after work hours.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS/SKILLS NEEDED

  • Bachelor’s Degree with emphasis in public or business administration or subject areas appropriate to the assigned duties and/or two years minimum experience in voucher management and/or progressively responsible management position preferred. Work experience should be appropriate to this position.
  • Proficient in Microsoft Windows and must have or acquire a working knowledge of GJHA tenant software (HMS Windows) within three months of date of hire.
  • Requires strong skills in concentration, time management, initiative, and attention to detail. Must be able to deal with frequent interruptions and to successfully work a variety of populations.
  • Requires excellent communication and organizational skills and the ability to exercise independent judgment and work with limited supervision.
  • Must have or acquire working knowledge of the following within three months of date of hire:
         - Housing management and occupancy issues, statutes and requirements.
         - The Low-Income Housing Tax Credit program.
         - HUD Multi-Family Programs
         - Fair Housing/Reasonable Accommodations
         - Marketing strategies and processes, in compliance with Equal Housing Opportunity.
         - Basic principles, practices, and techniques of residential property management.
    Requires a valid Colorado Driver’s License and the ability to be insured at standard rates.
  • Criminal background checks and drug screening will be required.

$68,520-$99,353 annually
